The Chief Building Official supervises, assigns, reviews and participates in the work of staff responsible for providing building plan review and construction inspection services; administers the adoption, periodic amendment and enforcement of building codes and related regulatory requirements; and performs a variety of technical tasks relative to assigned area of responsibility.

Essential Functions:

1. Inspects residential, commercial, industrial, and other types of development projects and improvements throughout all stages of construction, remodeling, demolition, and renovation; identifies construction deficiencies and deviations from approved plans; issues correction notices and perform reinspection of the corrective work to ensure compliance with adopted building, electrical, plumbing, mechanical and related codes, and ordinances.
2. Makes a thorough final inspection of all development projects and improvements prior to final approval of the completed work or issuance of a Certificate of Occupancy.
3. Coordinates project inspections and approvals with other City departments and outside agencies having project jurisdiction throughout the course of construction and prior to final project approval and issuance of a certificate of occupancy to ensure complete approval and compliance with all adopted codes, ordinances, and statutes.
4. Responds to, investigates, and typically resolves inquiries, complaints, violations, and technical code applications independently or with little supervision or assistance; issues correction notices and stop work orders; confers with and advises the Director of Community Development of complex or sensitive problems involving code enforcement activities or administrative issues; refers unresolved violations or issues to the Director of Community Development.
5. Responds to and provides information to the public, contractors, architects, designers and homeowners regarding building codes and related regulations and ordinances; interprets and explains building code requirements consistent with City policy and procedure; recommends or offers solutions to technical problems or issues to ensure compliance with adopted codes and ordinances.
6. Maintains accurate records of inspections performed, construction deficiencies, violations, and corrective action; writes correction and violation notices in a clear, concise, and understandable manner.
7. Prioritizes and organizes work and assigned tasks to best meet the City’s and customer service goals.
8. Periodically tracks expiring permits; notifies permit applicants of pending expirations; investigates uncompleted projects to determine construction status; closes expired permits.
9. Maintains active permit files, special inspection reports, approved plans, and other related documents; files approved plans after project completion; maintains destruction records of plans destroyed.
10. Performs a variety of clerical office duties.
11. Performs related duties and responsibilities as required.

QUALIFICATIONS

Knowledge of:
Methods, materials, techniques, and safety standards related to building construction, repair, remodeling, and demolition.
Principles of structural design, engineering, and building construction.
Building, plumbing, electrical and mechanical code requirements, and the intent of the regulations.
Federal, state, and local codes, ordinances and regulations related to building construction, repair, remodeling, and demolition.
Related zoning, engineering, health regulations, and state licensing requirements.
Hazards of the job and standard safety precautions.
Principles and procedures of record keeping and document preparation.
Ability to:
Encourage and facilitate an environment for building team efforts and problem solving of work-related issues by employees.
Examine and comprehend complex plans, specifications, special inspection reports, codes, ordinances, and related documents and determine building construction compliance with the approved documents and codes.
Apply construction and code knowledge; follow normal inspection techniques to thoroughly examine workmanship, materials and methods of construction and detect deviations from plans, regulations, adopted codes and standard, acceptable construction practice.
Examine, research, and understand the intent of complex technical code issues, construction methods and techniques.
Clearly explain the requirements and intent of technical code requirement.
Communicate clearly, both verbally and in writing, code violations and requirements or methods necessary to obtain compliance with the adopted codes, ordinances, policies, and procedure.
Enforce codes and regulations with fairness, objectivity, and firmness.
Respond to and resolve difficult and sensitive complaints, conflicts and inquiries with courtesy and tact.
Establish and maintain cooperative work relationships.
Maintain a mental capacity that allows the ability to make reasonable decisions demonstrating knowledge and intellectual capabilities.
Maintain effective audio and visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Experience:
Five or more years of experience performing building inspections, code enforcement, or extensive construction experience involving the building, electrical, mechanical, and plumbing trades.

Training:
Equivalent to the completion of the twelfth grade supplemented by a two-year college program, technical, vocational, or apprenticeship training or significant experience in building inspection and code enforcement.

Special Certifications:
Possession of at least two code certifications issued by ICBO, ICC, IAMPO and/or CABO.

WORKING CONDITIONS

Environmental Conditions:
Travel from site to site; exposure to noise, dust, and inclement weather conditions; working at heights; around heavy equipment and construction materials and debris.

Physical Conditions:
Maintaining physical condition necessary for sitting, standing, walking, climbing, bending, stooping, kneeling, and crawling for prolonged periods of time; climbing stairs, ladders, steep inclines, and trenches; operating motorized equipment and vehicles; light to moderate lifting; general manual dexterity.
