Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, KY - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed James Carl Mills as a district judge in Division 2 of the 2nd Judicial District of Kentucky. He will serve subject to the provisions of Section 152 of the Constitution of Kentucky.

  • Honorable James Carl Mills of Paducah is a former commonwealth’s attorney. He fills a seat that became vacant following the death of Judge Chris Hollowell.

Gov. Beshear has appointed Lisa Payne Jones to the Kentucky Court of Appeals for the First Appellate District, Division 2. She will serve subject to the provisions of Section 152 of the Constitution of Kentucky.

  • Honorable Lisa Payne Jones of Owensboro is a circuit court judge in Daviess County. She fills a formerly vacant seat on the Kentucky Court of Appeals.

Gov. Beshear has appointed Ben Almon as mayor of the city of White Plains. He will serve subject to the provisions of Section 152 of the Constitution of Kentucky.

  • Ben Almon of White Plains was serving as mayor pro tem before being officially appointed. He replaces Josh Slaton, who is no longer serving as mayor.

Gov. Beshear has appointed Darrell Wall as magistrate for Hancock County. He will serve subject to the provisions of Section 152 of the Constitution of Kentucky.

  • Darrell Wall of Lewisport has been appointed as magistrate to replace John Garner, who has resigned.

Gov. Beshear has appointed Mike Harrod as magistrate for the Fourth District of Franklin County. He will serve subject to the provisions of Section 152 of the Constitution of Kentucky.

  • Mike Harrod of Frankfort is a Gulf War veteran and currently owns Harrod’s Lawn and Landscape. He replaces Scotty Tracy, who has resigned.

Gov. Beshear has appointed Christopher Dischinger and Larry Hayes to the University of Louisville Board of Trustees to serve for terms expiring Jan. 13, 2030.

  • Christopher Dischinger of Louisville is a developer at LDG Inc. He replaces Mary Nixon, whose term has expired.
  • Larry Hayes of Louisville is a retired public servant. He replaces Michael Rogers, whose term has expired.

Gov. Beshear has reappointed Kevin Weaver and has appointed Lindsey Case to the Kentucky Council on Postsecondary Education for terms expiring Dec. 31, 2029.

  • Kevin Weaver of Lexington is an attorney with Sturgill, Turner, Barker & Moloney PLLC.
  • Lindsey Case of Louisa is a teacher at Lawrence County Public Schools. She replaces Connie Smith, whose term has expired.

Gov. Beshear has reappointed Jonathan Rabinowitz, Charles O’Connor, James “Ed” Worley and Michael Dudgeon to the Kentucky Horse Racing Commission to serve for terms expiring April 27, 2028.

  • Jonathan Rabinowitz of Versailles is a managing partner at Morgan & Morgan. He will continue to serve as chair of the Commission.
  • Charles O’Connor of Versailles is the director of sales at Coolmore. He is serving as the vice chair of the Commission.
  • Ed Worley of Lexington is the owner of WG&T Builders Inc.
  • Michael Dudgeon of Frankfort is the owner of Milam Farm.

Gov. Beshear has appointed Duran Hall as a member of the Board of Directors of the Louisville Arena Authority Inc.

  • Duran Hall is an insurance broker at Maverick Insurance Group LLC. He replaces Larry Hayes, who has resigned, and will serve for the remainder of the unexpired term ending Feb. 16, 2027.

Gov. Beshear has appointed Kimberly Croley to the Kentucky Board of Pharmacy.

  • Kimberly Croley of Corbin is a clinical pharmacist at Laurel Senior Living. She replaces Peter Cohron, who has resigned, and will serve for the remainder of the unexpired term ending Jan. 1, 2026.
