RICHMOND, VA - Governor Glenn Youngkin on April 12th, announced the appointments of three distinguished professionals to pivotal positions within the Commonwealth. This series of appointments continues the administration’s focus on attracting experienced leaders with proven talent. The commitment to join the administration underscores a shared dedication to serving Virginia.

Khalid Jones

Lottery Director

Khalid Jones joins this talented group list of appointees as the new Virginia Lottery Director, bringing a unique blend of law, technology, and innovation to the role. Khalid’s career has spanned roles as founding partner in a boutique investment firm with a strategic focus on real estate, media, sports, and technology, and a decade-long tenure as an attorney specializing in securities litigation. Most recently, as part of his business practice, Mr. Jones has become one of the nation’s experts in licensing consulting, providing legal and strategic advice to state and national lottery organizations providing the expertise to lead Virginia's lottery system at a crucial time of growth and expansion. A proud alumnus of Wake Forest University and Stanford Law School, and his passion for addressing challenges with innovative solutions will guide the Virginia Lottery to new heights of success and integrity.

Robert Ward

Chief Transformation Officer

The administration welcomes Robert Ward as the new Chief Transformation Officer. With over 25 years of experience leading organizations, driving strategy, and executing complex transactions, Robert's professional journey is marked by business leadership achievements. As President and CEO for Skanska Commercial Development U.S., Robert was responsible for the investment and development of more than $4.5 billion of assets across the country. In his prior position as COO, Robert engaged and partnered with companies across the U.S, Central Europe, and the Nordics, and demonstrated Robert’s ability to transform, develop and lead complex projects in many different geographies. Robert is a graduate of Virginia Tech and brings a depth of understanding and a visionary approach to driving the Commonwealth forward.

James Alex

Tax Commissioner 

Stepping into the role of Tax Commissioner, James Alex brings a wealth of experience from his tenure as a Tax Practice Partner/Principal at RMS LLP, where he led U.S. Tax Policy and Practice Growth. His invaluable contributions at the U.S. Treasury Department, where he coordinated the implementation of the Tax Cuts and Jobs Act, earned him the Treasury Meritorious Service Award. With a background that spans over decades in tax policy, administration, and litigation, including pivotal roles at Ernst and Young, KPMG, and in West Virginia's Tax and Revenue Department, Jim's expertise is unmatched. His educational background with a J.D. from the University of Virginia School of Law and two LLMs from Georgetown Law School fortifies his capacity to lead Virginia's tax system towards greater efficiency and balance. A Fairfax County native, Jim is committed to ensuring fiscal stability for the growth across the Commonwealth.
