Governor Pritzker Announces Four Appointments to Boards and Commissions

Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

ILLINOIS HOUSING DEVELOPMENT AUTHORITY

Brice Hutchcraft will serve as a Member on the Illinois Housing Development Authority.* Hutchcraft brings more than 20 years of experience in commercial and retail banking, driving success in the industry and in his leadership. He currently serves as the Market President of First State Bank, managing a $35 million commercial loan portfolio, leading a team of retail, mortgage and commercial bankers to further develop the work of the bank within the community. He has previously served in roles as the Commercial Relationship Manager of Midland States Bank, the Vice President of Commercial Banking for First Midwest Bank, the Market Manager, Commercial Lender and Vice President of Regions Bank and as a Commercial Banking Officer and Assistant Wealth Advisor for Cole Taylor Bank. An involved member of his community, Hutchcraft currently serves on the Krannert Art Museum Council and has served Courage Connection, the Champaign County Community Development Corporation and the Champaign Urbana Theatre Company. Hutchcraft received his Bachelor of Science from the University of Illinois.

Daniel Hayes will serve as a Member on the Illinois Housing Development Authority.* Hayes brings over 26 years of commercial real estate debt and equity experience, maximizing returns and mitigating risk. Hayes currently serves as the Director of Structured Debt for New York Life Real Estate Investors (NYLREI) where he is responsible for sourcing, structuring and closing over $800 million in bridge and construction loans. He also provides leadership as the co-head of NYLREI‘s hotel lending platform and is a member of the company’s diversity and inclusion committee. Hayes has previously served in roles including Senior Vice President of Heitman, LLC and Senior Vice President of Hunt Investment Management. Hayes is involved with the Cornell University Real Estate Council and Phi Beta Sigma Fraternity, Inc. Hayes earned his Bachelor of Arts from the University of Illinois and his Masters of Regional Planning from Cornell University. In addition to these degrees, he holds an executive certification from Johns Hopkins University in Seniors Housing Management and Operations and a certificate from Cornell University in Hotel Real Estate and Asset Management.

ILLINOIS STATE MEDICAL BOARD

Pedro Rodriguez will serve as a Member on the Illinois State Medical Board.* Rodriguez is a practicing Plastic Surgeon as well as Chief Medical and Safety Officer and Medical Director for Enhanced Care Partners-Transformations and a Plastic Surgeon for OSF Saint Anthony Medical Center. He has served as an Associate Professor of Surgery at the University of Illinois Rockford for over 10 years and recently served as the Assistant Dean of Diversity and Inclusion at the University. Rodriguez is a member of the American Society of Plastic Surgeons, the Illinois State Medical Society and the Winnebago County Medical Society. In 2020, Rodriguez was recognized as Rockford’s Best Plastic Surgeon and received OSF’s Grateful Patient Outstanding Physician Distinction. He has also been recognized for his excellence in teaching. Rodriguez earned both his Bachelor of Arts and his Doctorate of Medicine from Michigan State University.

ENERGY TRANSITION WORKFORCE COMMISSION

Elizabeth “Lisa” Jones will serve as a Member on the Energy Transition Workforce Commission.* Jones has served the State of Illinois for nearly 30 years, currently providing leadership as the Senior Policy and Grant Manager for the Office of Employment and Training in the Department of Commerce and Economic Opportunity (DCEO). In this role, she manages up to $30 million in federal funding and provides oversight for the initiatives that address equity and strategies for removing barriers to employment for the Workforce Innovation and Opportunity Act. Previously, she served the Office as the Statewide Policy and Legislative Manager, closely working to implement policies and procedures to integrate the Workforce Investment Act and the Trade Adjustment Assistant Act. Prior to her work with DCEO, Jones served the Department of Human Services as the Special Assistant to the Director, Manager for the Bureau of Service Design, and the Community Projects Coordinator. Jones received her Bachelor of Science from Illinois State University.
