ST. PAUL, MN - Governor Tim Walz today signed four bipartisan bills into law.

Chapter 23, Senate File 908 modifies provisions related to requirements governing the certification of underground telecommunications installers. The bill removes the requirement that at least two safety-qualified installers be present during directional drilling and delays the effective date for the statewide certification requirement to January 1, 2026, addressing workforce training concerns.

Chapter 24, Senate File 2200 creates a privilege for communications that take place within restorative justice programs. The privileges exist to encourage people to share honest information with other parties without fear that the information could be used against them. The bill includes limited exceptions.

Chapter 25, House File 1090 renames the library construction grant program at the Minnesota Department of Education in honor of former state legislator Mary Murphy.

Chapter 26, Senate File 3446 appropriates funding for the settlement of certain claims against the state.
