Join Us for Oath of Office Ceremony for City’s First By-District Elected Councilmembers on December 20th

Additional Meeting Topics Include ADU Urgency Ordinance, Economic Development Strategic Plan, Goleta Train Depot and Parking Restrictions in Old Town

We hope you will join us for a historic Goleta City Council meeting this Tuesday, December 20, at 5:30 p.m. Upon certification, the City Clerk is set to administer the oath of office and swear in the City’s first by-district elected councilmembers. Luz Reyes-Martin will represent District One and current Councilmember James Kyriaco will represent District Two. The ceremony will take place at the beginning of the Goleta City Council meeting. Additional items on the agenda include:

• City Council will select a Mayor Pro Tempore.
• Council will hold a public hearing to consider adoption of an urgency ordinance for accessory dwelling unit (ADU) regulations. The City must update its current ADU regulations to be consistent with the requirements of Senate Bill (SB) 897. Proposed changes include, but are not limited to, ADU heights and front setbacks; changes to the processing and denial of ADUs; and Junior ADU locations, configurations, and definition. • Council will receive a presentation on the Economic Development Strategic Plan Situation Assessment. The purpose of the situation assessment phase was to gather insights from the community on economic development opportunities and challenges, community priorities, and potential strategic initiatives and actions as the City prepares to develop a new 5-Year Economic Development Strategy. • City Council will receive an update on the Goleta Train Depot Project and a request for additional City funding as a possible match for the City’s request for supplemental funding from the Transit and Intercity Rail Capital Program (TIRCP). The City of Goleta was previously awarded $13 million in funding from TIRCP to fund the development of a new, multi-modal train station at the location of the existing AMTRAK platform. The project is now at the 100% design stage and will be ready for bidding in spring 2023 and start of construction in FY23/24. Staff is also asking the City Council to authorize the City Manager to set aside $1,000,000 as committed fund balance for a possible match for supplemental TIRCP requested funding for the Goleta Train Depot Project. • Council will discuss new 90-Minute Timed Parking Restrictions in Old Town Goleta. The parking changes will occur on Hollister Avenue between Orange Avenue and Kinman Avenue and on side streets up to one block north and south of Hollister Avenue. The goals of these changes are to: increase on-street parking turnover and availability with 90-minute time restrictions; improve intersection sight distance and reducing collisions, with removal of parking; and accommodate commercial deliveries with addition of yellow loading zones. During the public outreach for the Hollister Avenue Old Town Interim Striping Project, the consensus was that 90-minute restrictions should be implemented as soon as possible. Based on this feedback, Public Works is proposing to accelerate the implementation of these restrictions. If approved, the new parking plan will be in place and enforced in April 2023.
