The Trumbull Planning and Zoning Commission held a special meeting and work session on Wednesday evening, November 30, 2022 to discuss a text amendment to establish a new overlay zone that may allow for mixed-use development in Trumbull Center.  On the third night of hearings and after several hours of discussion, the text amendment was approved in a bipartisan vote and will be in effect as of December 6, 2022.  This approval is only an amendment to existing regulations and does not constitute approval of any actual development project.  The new overlay zone requires the developer to go to all other commissions (Inland Wetland and Watercourse, Police Commission, and Water Pollution Control Authority) for approval prior to submitting a zone change and special permit/site plan application for the actual development project to Planning and Zoning.  The approval is significant in that it provides a path forward for mixed-use development in Trumbull Center that did not previously exist. 

“I want to thank the Planning and Zoning Commission members and Chairman Fred Garrity for their leadership and extensive investment of time into this text amendment.  These decisions are never easy.  They involve compromise and change.  I believe the work they did to refine the details of the regulation will help guide the positive transformation of the Trumbull Center area in the future,” stated First Selectman Vicki Tesoro.

“I don’t think there is a person in Trumbull who doesn’t want to see Trumbull Center thriving.  The Commission worked hard to make sure that any future application incorporates green space, walkability, connection to the river, and other aesthetic improvements that will create a sense of place in Trumbull Center.  No proposal is perfect; however, the opportunity to see real investment in the area is exciting and we have built in measures to ensure whatever comes forward is done in a quality way,” stated Planning and Zoning Commission Chairman Fred Garrity.
