Question 1: Shall the town of Winchester be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bonds issued in order to pay costs of the construction of a new Lynch Elementary School located at 10 Brantwood Road, Winchester, Massachusetts, including the payment of costs related to studying, planning and designing the project, demolishing the existing building, equipping and furnishing the school, making site improvements, designing and constructing alterations and improvements to the Parkhurst School for use as temporary educational swing space to accommodate the development of the project, and all other costs incidental and related thereto?
Expected Project Costs:
- Total Project Budget = $94.5 (approximately)
- MSBA Project Grant - $17.1 - 17.4M
- Net Project Cost to Town = $76-77M

Question 2: Shall the Town of Winchester be allowed to assess an additional $400,000 in real estate and personal property taxes for the purpose of funding the Capital Stabilization Fund for the fiscal year beginning July 1, 2023?
- The override would support pedestrian, bike and traffic safety improvements around the Lynch Elementary School in accordance with the Select Board policy for school building projects.
- The proposed override would result in a permanent increase to Winchester’s tax levy to fund the Capital Stabilization Fund starting at $400,000 in FY24, and growing at 2 ½ % each year.
- Following payoff of the Lynch traffic improvements, the funds would be used for other capital projects, such as roof replacements, window replacements, and other traffic improvements, subject to Town Meeting appropriation.
