Comprehensive Plan : The Comprehensive Plan is a document that is intended to anticipate the future, reflect public interest, and present a comprehensive strategy to provide for community needs. The Comprehensive Plan is important because it sets goals and objectives for new growth and development while protecting the health and vitality of existing neighborhoods in the City over a twenty year planning horizon. It addresses a variety of issues important to the community including: community and neighborhood issues; urban design and aesthetics; land use, growth, and development; economic development; and transportation.In August of 2002, the Champaign City Council adopted the 2002 Comprehensive Plan Update to the 1992 Comprehensive Plan. The vision and supporting goals, objectives, and policies of this Plan are a result of the review of the 1992 Comprehensive Plan, updated input from the public, and the changing characteristics and issues that have occurred over the past decade within the community.
Redevelopment Incentive Program : The Redevelopment Incentive Program (RIP) provides assistance for permaneRedevelopment Incentive Programnt building improvements, encouragement of residential development, and design work for new structures within the Downtown and East University Avenue Tax Increment Finance (TIF) Districts. This program is open to all properties that fall within either TIF district. This program is open on a first come basis with new funding provided each fiscal year (June 1st). Interested applicants forward their completed application to the Planning Department.
