From: City Of Hot SpringsManages and supervises skilled and technical workers in the operation and maintenance of water mains, valves, meters, pumps, air release valves, water storage tanks, pump stations and fire hydrants; diagnose problems and implements solutions involving repairs and replacement of water infrastructure; make management-level decisions during emergency situations; conducts safety inspections and safety training; participates in employee selection, disciplinary actions and complaint resolution; participates in the training and development of employees, insuring that adequate training is provided to employees for license upgrading and proper operation and maintenance of the system; prepare and manage the annual budget for the department; order construction and maintenance materials and supplies; maintain records; act as liaison with the Fire Department, Code Compliance, other city departments, engineers, contractors, plumbers, state regulatory agencies and the general public; answer questions and provide information to the public; investigate complaints and recommend corrective actions as necessary; read and interprets maps of underground water systems; routine inspection and maintenance of eleven high-performance Pressure Reducing Valves; Prepare and close work orders; estimate new services including cost of materials and labor; assist manager in preparation of reports; Be available 24/7 for emergency response to major leaks and system failures; performs the duties of other departmental personnel in the event of emergencies or staff shortages; performs related work as required.
Thorough knowledge of construction, maintenance and replacement of water mains, services, valves, storage tanks and reservoirs, pump stations and fire hydrants for a water system which operates on two different pressure planes; thorough knowledge of the occupational hazards and safety precautions of working in public areas; thorough knowledge of environmental compliance issues for the disinfection of water mains and tanks; thorough knowledge of DOT rules and regulations; considerable knowledge of effective supervisory practices, and personnel policies and procedure. Considerable knowledge waterworks tools and piping practices; maintenance of jackhammers, pipes, wireless, gasoline operated ditch pumps, pipe saws and vibratory compactors; street names and locations (city and county) and supervisory practices, personnel policies and procedures. Skill in the use and care of hand tools, light and heavy equipment. Operates backhoes. trucks, trailers and other construction equipment and machinery; understand and follow complex verbal and written instructions; establish and maintain effective working relationships, organize and supervise the work of others; performs manual labor tasks in wet locations and under varying conditions.
JOB DESCRIPTION
Qualifications
Must possess a high school diploma or equivalent, A minimum of ten (10) years in the operation and maintenance of water distribution systems with more than one pressure plane; experience with water main construction, repair and replacement of water lines, services, fire hydrants, pump stations and storage tanks; at least five (5) years in a responsible supervisory capacity or any equivalent combination of education and experience. Must possess a Grade IV Water Distribution License; must possess a valid driver’s license and a clean driving record. Prefer a Class A Arkansas Commercial Driver’s License. Prefer Grade IV Water Treatment License.
