Considerable knowledge of the principles of human resource management; considerable knowledge of practices, terminology and requirements of a wide variety of occupations; considerable knowledge of municipal budgeting processes with emphasis on personnel costs, including salaries and all related benefits; working knowledge of local government structure and procedures; skill in planning, organizing and directing the work of others; skill in developing and implementing various personnel policies and procedures; ability to interpret and apply regulations and policies to administrative procedures; ability to organize, appraise and evaluate the effectiveness of various policies and procedures; ability to anticipate, recognize and correct procedural problems; ability to prepare and maintain accurate and timely records, reports and other documents; ability to establish and maintain effective working relationships; ability to effectively communicate and present information in a clear and concise manner, both verbally and in writing; ability to work independently and to make sound judgments and decisions.
Administers procedures for applicant recruitment, testing, screening and interviewing; develops, implements and interprets policies and procedures; develops and administers salary and classification plans, assists with payroll and all related functions; administers group health insurance, workers’ compensation programs; City’s in-house training and testing programs; oversees City’s Substance Abuse Policy and drug and alcohol testing program; develops, maintains and monitors job descriptions for all City positions; administers Equal Employment Opportunity Plan; administers employee performance appraisal process; develops and implements policies and procedures for employee benefits, awards, discipline and grievances; serves as staff liaison with Civil Service Commission, providing assistance relative to personnel matters; prepares City’s annual personnel budget and annual operating budget for the Human Resources Department and conducts operations within the limitations of the budget as approved by the Board of Directors; assists department heads in management of their respective personnel activities; oversees the maintenance of personnel files and records for all employees; completes questionnaires and surveys from other agencies; conducts surveys of employees and other agencies as needed; develops and maintains various statistical reports; conducts internal department reviews/investigations; coordinates the maintenance of all correspondence, minutes and files for the Accident Review Committee; administers Health and Safety program; prepares budget projections, costs, etc. for other departments as required; ensures highest level of customer service to citizens of Hot Springs; facilitates internal departmental cooperation to enhance the City’s ability to deliver effective and efficient public services; performs related work as required.

Qualifications
Must have a high school diploma or equivalent; Graduation from an accredited college or university with a Bachelor’s Degree in Organizational Management, Public Administration, Business Administration or other related field; At least five years directing the Human Resource function within a comparable municipal entity or business; Or any equivalent combination of education and experience: Must possess a valid driver’s license and a clean driving record.
