On Sunday, November 27, the Saginaw Mayor and City Council honored Joyce Spindor for her many years of service to the residents of Saginaw by renaming the Community Center (located at 620 Park Center Boulevard) the "Joyce Spindor Community Center."
Mrs. Joyce Spindor has lived most of her life in Saginaw Texas. Joyce and her husband Elmer raised six (6) children (James, Fred, Rick, Paul, Tom, and Suzy). Mrs. Spindor began her work with the City of Saginaw in February 1988 as the Director of the Saginaw Community Center and continued until her retirement in late 2004. She was the catalyst behind the design and development of the new Saginaw Recreation Center that opened in June 2004.
At their November 15, 2021 meeting, the Advisory Recreation and Parks Board (a board that she was instrumental in forming in 1990) considered and voted unanimously to rename the Community Center the “Joyce Spindor Community Center”. At the April 19, 2022, City Council Meeting, the Mayor and City Council unanimously approved the renaming of the Community Center the “Joyce Spindor Community Center”.Saginaw Texas would not be the same without the presence, influence, and activity of Mrs. Joyce Spindor. Bond Project Update
Knowles Phase I
The single-land roundabout at Knowles and WJ Boaz was completed the Saturday before school started on August 13th. Knowles Phase I is progressing as scheduled. Knowles Phase 1 consist of the reconstruction of Knowles and addition of drainage improvements from Edwards Drive to approximately 300’ south of Woodcrest Drive.
New Library and Senior Center
The Library/Senior Center is nearing the final design after several revisions due to construction cost inflation. The construction phase of the project is anticipated to begin in the spring of 2023.
Citywide Survey Results
In November 2022, the City of Saginaw released a Citywide Survey to encourage residents to provide feedback on how the City is doing. The survey was intended to help City leadership better understand the community’s needs, priorities, and concerns.
The City of Saginaw contracted with OnPointe Insights to provide a statistically accurate survey for the City. The survey was designed to be quicker, easier, and more convenient for residents to take than previous surveys, and participants were able to complete the survey from a laptop, tablet, or mobile device.

2023 City Council Elections Place 4 & Place 6
Residents interested in becoming a candidate for either Place 4 or Place 6 will soon be able to pick up a candidate packet at City Hall (packet will soon be available as well on the Elections Page of the City’s website). All positions are elected at large and can be held by any qualified candidate. Qualifications are posted on the City’s Election webpage.
The first day to file an Application for a Place on the Ballot for Councilmember Place 4 and Councilmember Place 6 in the May 6, 2023 General Election will be January 18, 2023.
The last day to file an Application for a Place on the Ballot will be February 17, 2023. The last day to file as a write-in candidate will be February 21, 2023. Forms and additional information for the May 6, 2023 General Election will be available in early January 2023.

These boards were established to assist and advise the City Council on specific issues. If you would like to take an active part in the community by volunteering on a board, please complete and submit an application.

Senior Center Christmas Party
The staff at the Senior Center produced the Annual Christmas Party and Dance at the Recreation Center on Wednesday, December 14th. We had 191 Senior Center Members in attendance (a NEW record)!
The food was catered by Saginaw’s own “El Sombrero Mexican Restaurant”, the music was provided by the very popular “Back Beats Band” and the photography was provided by Saginaw’s own Julien & Lambert Professional Photography.

Lifeguard Applications Open
We might be in the middle of Winter, but we are planning and preparing for our Summer Seasonal Positions at the Aquatic/Rec Center. We are currently looking for Lifeguards, Customer Service Attendants, and Camp Counselors.
Economic Development
Coming Soon to Saginaw!
Coming Soon: Your Economic Development Staff received word that Mod Pizza, Black Rifle Coffee and Tropical Smoothie Café will be coming to Saginaw at the new Victory Development just south of Saginaw High School. There are others that are very close to being confirmed.
7 BREW COFFEE: This is part of the property that houses Planet Fitness, Collections Fine Jewelry and Popeyes. The existing structure (the former Church’s Chicken) has been vacant for two+ years and was becoming a very dilapidated eye-sore. The demolition is complete. In its place will be a 7 Brew Coffee. This is a coffee company based out of Fayetteville, Arkansas and is quite popular.
ATHENEUM CIDER: We recently received word from the folks at Atheneum Cider that they officially signed an agreement with the corner property in the North Town Center (center with Eagle Point and Saginaw Nutrition). The ED Staff has been recruiting this brewery for the past 18+ months. They are not a new, start-up brewery. They are moving their location from another community to Saginaw and have quite a following.

Saginaw Water Department
Did you have a leak caused by the recent Artic Blast or faulty plumbing?
You may qualify for a Water Billing Leak Adjustment. A water customer may apply for an adjustment of the water and sewer bill for an account because of a significant increase in water consumption that can be proven to be the result of a leak past the water meter in the water line serving the service address.

Wastewater Winter Averaging begins in November
The City of Saginaw uses a practice called winter averaging to determine individual residential wastewater rates for the upcoming year. Under this practice, residential water use during November, December, and January (typically the three lowest consumption months) is averaged to determine the maximum rate at which a residential account will be charged for wastewater for the upcoming year.
Reducing overall water use during the winter averaging period is essential in cutting your sewer charges for the coming year. This reduction can be accomplished by fixing all leaks as soon as possible (toilets, faucets, service lines, irrigation systems).

Saginaw Home Improvement Program
During the December 6th City Council Meeting, Council approved the creation of the Saginaw Home Improvement Program (SHIP). The purpose of this pilot program is to encourage homeowners to make exterior improvements to their single-family residential property.
Qualifying Projects will receive: One Haul of a full roll off dumpster, a Residential Remodel Building Permit Fee Waiver
