Bond Project Update

Knowles Phase 1

Knowles Phase 1 is a road reconstruction project of Knowles Drive from Edwards to Woodcrest with an intersection improvement at WJ Boaz. This project was approved by voters during the 2021 Bond Election. This project is funded by the City of Saginaw and the Tarrant County Commissioners Court through the 2021 Tarrant County Bond Program. 

In late-January, crews started pouring cement from Bridle to Woodcrest. We were anticipating opening that section mid-February but with the inclement weather we are anticipating delays to this opening.

2023 City Council Elections Place 4 & Place 6

Residents interested in becoming a candidate for either Place 4 or Place 6 can pick up a candidate packet at City Hall, packets are available for download on the city website. All positions are elected at large and can be held by any qualified candidate. Qualifications are posted on the City’s Election webpage. 

The first day to file an Application for a Place on the Ballot for Councilmember Place 4 and Councilmember Place 6 in the May 6, 2023 General Election will be January 18, 2023.  

The last day to file an Application for a Place on the Ballot will be February 17, 2023.  The last day to file as a write-in candidate will be February 21, 2023.  Forms and additional information for the May 6, 2023 General Election will be available in early January 2023.

?How do I get my name on the ballot?
Complete and file the  Candidate Packet with the City Secretary within the filing period of January 18, 2023 to February 17, 2023 at Saginaw City Hall M-Th 7:30 am to 5:30 pm or Fridays 7:30am to 11:30 am.

All applications need to be received in the city secretary office on or before february 17, 2023. Write in candidates must be received by february 21.

?What places are on the ballot for the May 6, 2023 election and how long are the terms?
Councilmember Place 4 and Councilmember Place 6 are up for election this year. Both are three (3) year terms.
?Are the different council places related to physical locations? Do I have to live in a certain area of the city to run in a specific place? 
No, all the places are at-large meaning you can run for any position as long as you qualify and reside within the Saginaw city limits. 
?How often does council meet, where, and what time?
City Council regular council meetings are held on the 1st and 3rd Tuesday of each month at 6pm. They are held at City Hall in the Council Chamber. There are several times during the year that special council meetings are held, usually on an as needed basis.

Advisory boards, commissions and committees play a vital role in the decision-making and policy-setting processes, which enhance the Quality of Life in Saginaw. The City could not function without the many hours of volunteer time, energy, and expertise contributed by each dedicated member of the boards, commissions, and committees.

These boards were established to assist and advise the City Council on specific issues. If you would like to take an active part in the community by volunteering on a board, please complete and submit an application.

2023 Saginaw Concert Series

The City of Saginaw, in partnership with ARTSNET, present the 2023 Saginaw Concert Series Line-up. Our 2022 Concert Series (like all previous years) have been very successful with the public wanting more. This year, we moved the concerts to the incredibly popular Switchyard Food Truck Park and experienced even greater success with the addition of multiple food trucks present.

“ALL STORAGE”: Construction is complete, the Certificate of Occupancy was hand-delivered by staff, and they are officially OPEN to the public!  Let’s welcome All Storage as a NEW member of the Saginaw Business Family! Their climate-controlled storage facility is located at 1416 N. Old Decatur Rd. (just north of EECU and Bailey Boswell Rd.) in NW Saginaw!

Sales Tax

Monthly Sales Tax Revenues: Earlier this month, we received the sales tax revenue report from the Texas State Comptroller’s Office. Below are Monthly Sales Tax Revenues for Saginaw as well as several neighboring communities in North Texas:

Fiscal Year Sales Tax Revenues: The City of Saginaw municipal year is based on October through the following September. Below are Fiscal Year Sales Tax Revenues as reported by the Texas State Comptroller's Office:

- Fiscal Year 2022-23 Total Revenues = $1,278,907.22 – through November 2022 (10.49% increase from the previous year)
- Fiscal Year 2021-22 Total Revenues = $7,762,572.97 (7.27% increase)
- Fiscal Year 2020-21 Total Revenues = $7,236,582.55 (21.46% increase)
- Fiscal Year 2019-20 Total Revenues = $5,957,804.98 (6.72% increase)
- Fiscal Year 2018-19 Total Revenues = $5,582,848.90 (6.73% increase)
- Fiscal Year 2017-18 Total Revenues = $5,257,738.16 (3.19% increase)
- Fiscal Year 2016-17 Total Revenues = $5,091,389.00 (6.91% increase)

In non-technical language, what this means is that the Saginaw economy and businesses are doing well. Our Saginaw residents (and non-residents) are shopping at our local Saginaw businesses...and that is a good thing.

Saginaw Water Department

Did you have a leak caused by the recent Winter Storm or faulty plumbing?

You may qualify for a Water Billing Leak Adjustment. A water customer may apply for an adjustment of the water and sewer bill for an account because of a significant increase in water consumption that can be proven to be the result of a leak past the water meter in the water line serving the service address.

Building Permits & Code Compliance

Saginaw Home Improvement Program

During the December 6th City Council Meeting, Council approved the creation of the Saginaw Home Improvement Program (SHIP). The purpose of this pilot program is to encourage homeowners to make exterior improvements to their single-family residential property.  

Qualifying Projects will receive:  One Haul of a full roll off dumpster, a Residential Remodel Building Permit Fee Waiver

Home Improvements can include:

- Replacement of Exterior Doors
- Fence Repair
- Foundation Repair
- Window Replacement
- and much more…

This pilot program is currently only available to property owners living in the Saginaw Rancho North community. For more detailed information regarding the program, go to www.SaginawTX.org/SHIP
