EDHCSD Approves History-Making Deal to Purchase and Maintain Original Zoning of Old Executive Golf Course

Board Unanimously Approves Deal to Preserve Historic Community Recreation Space

We did it! Last week, the El Dorado Hills Community Services District (District) Board of Directors unanimously approved purchasing a major portion of the Old Executive Golf Course, therefore preserving 55 acres of cherished parks and open space land in perpetuity.

Since 1964, the site that once occupied the Old Executive Golf Course has stood at the heart of the El Dorado Hills community. The community has grown significantly over the last 60 years, and the land has taken on many forms. This space was always intended to be a space for recreation, where the community can gather and enjoy the outdoors.

Acquisition Saves and Preserves Contested Land

As an unincorporated community, the El Dorado County Board of Supervisors determines important land use decisions for El Dorado Hills. Recently, the Board of Supervisors were poised to approve a development application to build up to 1,000 units of market-rate housing on the Old Executive Golf Course site. If approved, this development would have drastically transformed this site and further limited the open space in El Dorado Hills.

Agreement Protects Open Space & Recreation

To protect this cherished open space, the District reached an agreement with the site developer to preserve the property for parks, open space, and recreation - keeping the space open for public use, as it was always meant to be.

Under the agreement, the District will purchase 55 acres of the site for $10 million, with 11 extra acres included at no additional cost. The developer will maintain ownership of the remaining 43 acres of the site. However, the District will be given 18 months to obtain funding to purchase the remaining acreage for the cost of $240,000/acre. This funding may come from future private or public sourcing.

The District's newest Citizen’s Advisory Committee was created in December 2022 and is known as the LLAD Advisory Committee. This Committee reviews everything related to Landscape and Lighting Assessment Districts, known as LLADs. Oversight includes but is not limited to, budgeted vs. actual costs, issues with underfunded LLADs, financials, and various operations. Those on the Committee serve as a liaison between their LLAD and community and the Board of Directors. The Board of Directors appoints each member at a regular public meeting.
