FRANKFORT, KY - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Melissa Anderson to the Kentucky Board of Cosmetology.

  • Melissa Anderson of Berea is a cosmetology educator and owner of Katharos School of Esthetics. She represents licensed estheticians as a member of the Board and will serve for a term expiring Feb. 1, 2026.

Gov. Beshear has appointed Sarah Hail and George Moorman to the Juvenile Justice Advisory Board. The Governor has reappointed Donna Simmons, Laura Karem, Jansen Hammock, Angela Wilson, Cicely Cottrell, Elzie Burgher and Sydney Scaggs to the Board.

  • Sarah Hail of Louisville is an employee of the Commonwealth of Kentucky. She represents youth under 24 years of age and replaces Shaela Worsley, whose term has expired. Ms. Hail will serve for a term expiring Nov. 25, 2028.
  • George Moorman of Louisville is a retired psychologist and social worker. He represents current and former participants of the juvenile justice system and replaces Justin Miller, who no longer serves. Dr. Moorman will serve for the remainder of the unexpired term expiring Sept. 15, 2027.
  • Donna Simmons of Louisville is the community enrichment officer at Survivors’ Corner. She represents current and former participants of the juvenile justice system and will serve for a term expiring Sept. 14, 2027.
  • Laura Karem of Frankfort is a staff attorney with the Kentucky Department of Public Advocacy. She represents employees of the Department and will serve for a term expiring Sept. 14, 2028.
  • Jansen Hammock of London is a student. He represents youth under 24 years of age and will serve for a term expiring Sept. 14, 2028.
  • Angela Wilson of Louisville is the director of health initiatives at the Louisville Urban League. She represents business and will serve for a term expiring Sept. 14, 2028.
  • Cicely Cottrell of Jeffersonville is a professor of criminal justice at Spalding University. She represents college and university professors and will serve for a term expiring Sept. 14, 2028.
  • Elzie Burgher of Frankfort is an employee of the Kentucky Department of Juvenile Justice. He represents the Department and will serve for a term expiring Sept. 14, 2028.
  • Sydney Scaggs of Independence is a student. She represents youth under 24 years of age and will serve for a term expiring Sept. 14, 2028.

Gov. Beshear has appointed Michelle Allen and John Ridley to the Endow Kentucky Commission. The Governor has reappointed Jane Higgins, Laura Menge, Christina Dockins, Kristin Walker Collins, Kathryn Davis Lamp, Davette Swiney and Nancy Grayson to the Commission.

  • Michelle Allen of Hazard is the executive director of the Kentucky River Area Development District. She represents area development districts and replaces Lisa Cooper, whose term has expired. Mrs. Allen will serve for a term expiring Nov. 25, 2026.
  • John Ridley of Bowling Green is an investment officer at Wells Fargo Advisors. He represents private rural development philanthropic interests and fills a formerly vacant position. He will serve for a term expiring Nov. 25, 2026.
  • Jane Higgins of Lexington is the director of regional initiatives at the Bluegrass Community Foundation. She will serve for a term expiring Sept. 30, 2025.
  • Laura Menge of Covington is the philanthropic advisor at the Greater Cincinnati Foundation. She will serve for a term expiring Sept. 30, 2025.
  • Christina Dockins of Burna is a consultant for non-profits. She will serve for a term expiring Sept. 30, 2025.
  • Kristin Walker Collins of Hazard is the associate executive director of foundation for Appalachian Kentucky. She will serve for a term expiring Sept. 30, 2025.
  • Kathryn Davis Lamp is an attorney at Foundation for the Tri-State. She will serve for a term expiring Sept. 30, 2025.
  • Davette Swiney of Elizabethtown is a nonprofit manager at the Central Kentucky Community Foundation. She will serve for a term expiring Sept. 30, 2025.
  • Nancy Grayson of Walton is the president of Horizon Community Funds of Northern Kentucky. She will serve for a term expiring Sept. 30, 2025.

Gov. Beshear has appointed Sierra Enlow as a member of the Kentucky Tobacco Research Board. The Governor has reappointed Bill McCloskey and Todd Andrew Clark.

  • Sierra Enlow of Hodgenville is an economic development consultant. She represents citizens at-large and fills a formerly vacant position. Ms. Enlow will serve for a term expiring Nov. 26, 2026.
  • Bill McCloskey of Bardstown is the deputy executive director of the Kentucky Office of Agricultural Policy. He represents research and development and will serve for a term expiring Nov. 24, 2026.
  • Todd Clark of Lexington is a farmer. He represents tobacco farmers and will serve for a term expiring Nov. 24, 2026.

Gov. Beshear has appointed Richard Dallaire to the Veterans’ Program Trust Fund Board of Directors. The Governor has reappointed Carl Kaelin to the Board.

  • Richard Dallaire of Grayson is the vice commander of Area C of the American Legion. He represents the American Legion and replaces Randall Fisher, who is deceased. Mr. Dallaire will serve for a term expiring Dec. 3, 2027.
  • Carl Kaelin of Leitchfield is a retired public servant. He represents the Veterans of Foreign Wars as a member of the Board and will serve for a term expiring July 14, 2026.

Gov. Beshear has reappointed Kenny Bishop, Kimberly Dudgeon and Stephen Collins to the Historic Properties Advisory Commission to serve for terms expiring Aug. 11, 2028.

  • Kenny Bishop of Lexington is an employee of the Kentucky Transportation Cabinet.
  • Kimberly Dudgeon of Midway is a co-owner of Milam Properties LLC.
  • Stephen Collins is the president of Hall-Taylor Funeral Home. He continues to serve as Chair of the Commission.

Gov. Beshear has reappointed Julia Springsteen to the Animal Control Advisory Board to serve for a term expiring Feb. 25, 2028.

  • Julia Springsteen of Elizabethtown is an attorney and city councilmember. She represents the Kentucky League of Cities as a member of the Board.

Gov. Beshear has appointed Derrick White to the Kentucky Center for African-American Heritage to serve for a term expiring Dec. 10, 2028.

  • Derrick White of Louisville is a senior field implementation coach at State Farm. He represents the metro Louisville area as a member of the board and replaces John Chenault, whose term has expired.

Gov. Beshear has appointed Dr. Jamie Hopkins to the Kentucky Board of Examiners of Psychology.

  • Dr. Jamie Hopkins of Lexington is a psychologist and assistant professor at the University of Kentucky College of Medicine. She represents licensed psychologists as a member of the Board and replaces Dr. Leslie Jenkins, who has resigned. Dr. Hopkins will serve for the remainder of the unexpired term expiring June 11, 2027.

Gov. Beshear has appointed John David Hurley to the Kentucky Board of Dentistry to serve for a term expiring Dec. 11, 2028.

  • John David Hurley of Mt. Vernon is a customer access associate at Jessamine County Public Library. He represents citizens at-large as a member of the Board and replaces Frank Kinnaird, whose term has expired.

Gov. Beshear has appointed John Clayton Albright to the 50th Judicial Circuit and District Judicial Nominating Commission.

  • John Clayton Albright of Danville is the owner of Caldwell Stone Company. He replaces Nicholas White, who has resigned, and will serve for the remainder of the unexpired term expiring Jan. 1, 2026.
