Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, KY - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Julie Popplewell as Magistrate for the Third District of Mercer County to serve until the next general election.

  • Julie Popplewell of Salvisa is the director of community relations at Morning Pointe Senior Living. She replaces Jackie Claycob, who has resigned.

Gov. Beshear has appointed Keith Dalton as Magistrate for the Fifth District of Clinton County to serve until the next general election.

  • Keith Dalton of Albany is an entrepreneur. He replaces Jerry Lowhorn, who is deceased.

Gov. Beshear has appointed Dale Romans of Louisville to the Kentucky Horse Racing and Gaming Corporation.

  • Dale Romans is a thoroughbred racehorse trainer and replaces William Riddle, who has resigned. Romans will serve for the remainder of the unexpired term expiring April 27, 2025.

Gov. Beshear has appointed Bruce Dudley and Kevin Lynch to the Kentucky Public Employees Deferred Compensation Authority to serve for terms expiring Feb. 12, 2029.

  • Bruce Dudley of Louisville is a trust and estate planner at Wyatt Tarrant and Combs LLP and represents members-at-large as a member of the Authority. He replaces Kristopher Kellinghaus, whose term has expired.
  • Kevin Lynch of Louisville is the growth director for LBMC and represents members-at-large. He replaces Clark Nyberg, whose term has expired.

Gov. Beshear has appointed Michelle Eckhart of Louisville to the Kentucky Eating Disorder Council to serve for a term expiring Feb. 12, 2027.

  • Michelle Eckhart is a dietitian at Norton Children’s Hospital and represents the Kentucky Academy of Nutrition and Dietetics as a member of the Council. She replaces Emily Ashton, whose term has expired.

Gov. Beshear has appointed Chuck Eddy and Rachel Roberts as members of the Kentucky Health Benefit Exchange Advisory Board to serve for terms expiring Feb. 12, 2028.

  • Chuck Eddy of Lexington is a retired salesman and represents healthcare consumers as a member of the Board. He replaces Brenda McClanahan, whose term has expired.
  • Rachel Roberts of Newport is the founder of The Yoga Bar and represents small employers. She replaces Jared Ravenscraft, whose term has expired.

Gov. Beshear has reappointed Mark Kleiner, Carrie Banahan, John Wernert, Clay Ford, Melissa Metzger and Richard Seckel to the Health Insurance Advisory Council to serve for terms expiring Dec. 22, 2026.

  • Mark Kleiner of Prospect is the president of U.S. Health Source and represents insurance agents as a member of the Council.
  • Carrie Banahan of Lexington is the executive director of the Office of the Kentucky Health Benefit Exchange and represents the Office as a member of the Council.
  • John Wernert of Louisville is a physician at Norton Healthcare and represents practicing healthcare providers.
  • Clay Ford of Owensboro is the owner of EM Ford Insurance & Financial Planning and represents insurance agents.
  • Melissa Metzger of Louisville is an attorney for Anthem and represents insurers currently offering health benefit plans in the state.
  • Richard Seckel of Lexington is the director of the Kentucky Equal Justice Center and represents purchasers of health benefit plans.

Gov. Beshear has appointed Jim Dickinson to the Kentucky Heritage Council.

  • Jim Dickinson of Lexington is a hearing officer at KY OSHA. He replaces Linda Carroll, who has resigned, and will serve for the remainder of the unexpired term expiring Aug. 6, 2025.

Gov. Beshear has reappointed Vernon Soeder, Scott Lusk and Timothy O’Hearn to the Housing, Buildings and Construction Advisory Committee to serve for terms expiring Nov. 30, 2027.

  • Vernon Soeder of Louisville is the business manager at the International Union of Elevator Constructors Local 20 and represents elevator contractors as a member of the Committee.
  • Scott Lusk of Guston is the vice president of service of the Lusk Group and represents experience in the housing, buildings and construction industry as a member of the Committee.
  • Timothy O’Hearn of Fort Thomas is the business manager at Local Union 392 Plumber, Pipefitters & Mechanical Equipment Service and represents licensed heating, ventilation, and air conditioning contractors as a member of the Committee.
