Governor Jeff Landry Announces Appointees to the Southern University System Board of Supervisors

Baton Rouge, LA - Today, Governor Jeff Landry announced the appointees to the Board of Supervisors of Southern University and Agricultural and Mechanical College. Effective January 4, 2025.

“These folks have the background and leadership necessary to help this board succeed. I’m looking forward to the leadership they will provide as we continue our mission to reform Louisiana’s education system,” said Governor Jeff Landry. 

Chris Masingill Bio:

Chris Masingill has been CEO of St. Tammany Corporation since July 2018, leading initiatives that brought $291.9 million in investments, 2,299 jobs, and St. Tammany’s first 5-year economic development plan, THRIVE2023. Under his leadership, the organization earned IEDC’s “EDO of the Year” in 2024 and numerous other accolades, while launching key programs like Advance St. Tammany and Startup Northshore. Previously, Masingill was the federal co-chairman of the Delta Regional Authority, securing $1.6 billion in investments and advancing entrepreneurship, workforce development, and minority business programs. A Certified Economic Developer (CEcD) and award-winning leader, he holds a Bachelor of Science from Texas Wesleyan University and specializes in economic development, disaster recovery, and community revitalization. Masingill holds a Bachelor of Science from Texas Wesleyan University and brings expertise in economic development, community revitalization, disaster recovery, and workforce development. 

Quincy Cawthorne Bio:

Quincy Cawthorne, a native of Shreveport, Louisiana, is a graduate of Dillard University, where he earned dual degrees in Accounting and Business Management. He later completed his legal education at the Southern University Law Center, graduating with honors in 2005.

Quincy is a partner at Doran & Cawthorne, P.L.L.C., where he focuses on trial and appellate litigation. Known for his exceptional legal skills and dedication to justice, he has established himself as a leader in the legal profession. Now living in Lafayette, Quincy is supported by his wife, Kasha Cawthorne, and son, Chase, who inspire him daily.

Sheriff Henry Whitehorn Bio:

He currently serves as the Sheriff-Elect for Caddo Parish. He was elected on March 23, 2024.

Prior to this he served as the Chief Administrative officer for the City of Shreveport from February 2020 to December 2022. He retired as the United States Marshal for the Western District of Louisiana after almost 10 years of service on January 31, 2020. He was recommended for this key federal position in Louisiana's Western District by Senator Mary Landrieu and nominated by President Barack Obama. The nomination was unanimously confirmed by the United States Senate. Marshal Whitehorn served in that position beginning July 12, 2010, after previously serving as the Chief of Police for Shreveport Louisiana. Whitehorn served as the Chief of Police for the City of Shreveport from August 2007 to July 2010. Prior to being appointed Chief of Police he served as the Deputy Secretary for Public Safety Services and the Louisiana State Police Superintendent. A member of the State Police force from 1978 to 2007, Whitehorn served as a Trooper, Narcotics Trooper, Sergeant, Lieutenant, Captain, Major, Lieutenant Colonel and finally Superintendent. Prior to his State Police service, he also served as a patrolman with the St. Louis Metropolitan Police Department. He is a United States Air Force veteran who served his country honorably from 1973 to 1977. Whitehorn graduated with a Bachelor of Arts in Criminal Justice from Louisiana State University- Shreveport and a Master of Science in Criminal Justice from Grambling State University. He has completed numerous law enforcement schools, including the FBI National Academy (170th Session) and the FBI National Executive Institute (28th Session). In addition, he has completed coursework at Harvard Kennedy School. 

Reggie Abraham Bio:

Reggie Abraham is a dedicated professional and entrepreneur with deep roots in Louisiana. A native of St. Martinville and a Baton Rouge resident for over 30 years, he earned his undergraduate degree from Southern University and A&M College in Baton Rouge. Reggie serves as an Operations Supervisor for ExxonMobil Chemical Company in the Baton Rouge area, bringing extensive experience and leadership to the role. Additionally, he is the co-owner of Abraham Investments and Consulting, showcasing his passion for business and strategic growth. 

Donald Ray Henry Bio:

Donald Ray Henry has had a distinguished career in public service, ministry, and leadership. He worked for 27 years at Noranda Aluminum, including a period as a teacher at Donaldsonville High School during the Noranda strike. From 2007 to 2011, he served as pastor of The Word of Faith Christian Center in Gonzales, Louisiana, leading worship services and managing church operations. As a political consultant, Donald developed campaigns, coordinated staff, and promoted candidates. A dedicated union member, he served on the executive board of Local 5702 and is affiliated with the AFL-CIO. For the past seven years, he has been the Executive Director of the Lafourche Basin Conservation Levee and Drainage District.

Donald holds a Bachelor of Science in Psychology from Southern University, a Bachelor of Religious Studies from Dallas Theological Seminary, and completed additional studies at LSU. 

Domoine Rutledge Bio:

Domoine D. Rutledge is a proud graduate of Southern University at Baton Rouge and the Southern University Law Center.  Mr. Rutledge is a Principal, Vice President, and General Counsel of CSRS, LLC.  In this dual capacity, he provides oversight and management of all legal affairs of the company and serves as a leader in general business development. Rutledge also serves as a member of the company’s Board of Directors. Prior to joining CSRS, Inc., Mr. Rutledge served 15 plus years as General Counsel of the East Baton Rouge Parish School System and Chief Legal Advisor to the East Baton Rouge Parish School Board. Mr. Rutledge has served as National President of the Southern University Alumni Federation, Past Chairman of the Southern University System Foundation Board of Directors and is a Past Chairman of the Southern University System Board of Supervisors, currently holding the title of Chairman Emeritus. He is the only person in the history of Southern University to serve as National President of the Alumni Federation, Chairman of the Southern University System Foundation Board of Trustees, and Chairman of the Southern University Board of Supervisors.
