Governor Kotek Submits Testimony Supporting Dolly Parton’s Imagination Library

On Jan 30th, Governor Tina Kotek submitted testimony in support of House Bill 2811 to the House Early Childhood and Human Services Committee, reaffirming her support for Dolly Parton’s Imagination Library in Oregon.

“We know that every child is full of promise. Dolly Parton’s Imagination Library is another key step to improve how we support our kids as they learn to read,” Governor Kotek said. “By supporting House Bill 2811, we can make a critical investment in our children’s future by building early, positive connections with reading. I’m grateful to House Majority Leader Ben Bowman for his leadership and steadfast commitment to advancing early literacy opportunities.”

The Governor remains fully committed to the $2.2 million General Fund allocation in her recommended budget. Paired with private matching funds to cement this program, all children from birth to age five can build home libraries that inspire a lifelong love of reading.

During the 2023 legislative session, the state appropriated $1.7 million to DELC to help administer and expand the program statewide. HB 2811 would codify the program in statute.
