Governor Ron DeSantis Appoints Three to the South Florida Regional Transportation Authority

TALLAHASSEE, FL - On July 22, 2025, Governor Ron DeSantis announced the appointment of Albert Cacace and the reappointment of Carlos Penin and James Scott to the South Florida Regional Transportation Authority.

Albert Cacace 

Cacace is the Founder and Managing Partner at R30 Agency. Active in his community, he currently serves as an Area Director for the International Intelligence Network and previously served as an Area Director of the Florida Association of Private Investigators. A veteran of the United States Army, Cacace earned his master’s degree in business administration from Aspen University. 

Carlos Penin

Penin is the President of CAP Government, Inc and CAP Engineering Inc. Active in his community, he currently serves as the Vice President of the Cuban American Association of Civil Engineers and was inducted into the Miami Dade College Alumni Hall of Fame in 2017. Penin earned associate degree from Miami Dade College, his bachelor’s degree in civil engineering from the University of Florida, and his master’s degree in environmental and urban systems from Florida International University.

James Scott

Scott is the Co-Founder and Chairman Emeritus at Tripp Scott Law Firm. He was previously elected as a Florida State Senator, representing District 31, and served as President from 1994 to 1996. A veteran of the United States Coast Guard, Scott earned his bachelor’s degree and his juris doctor from the University of Kentucky.
