Cold Weather Advisory Issued

Cold Weather Shelter to Open at 10th Street Community Center, 
Saturday, January 14, 5 p.m.

A cold front is expected to pass through today, January 13, 2023, accompanied with rain and isolated thunderstorms. Behind the front, temperatures will decrease, with wind chill temperatures dropping into mid to low 40s for Saturday and Sunday mornings.

A cold weather shelter will open at 10th Street Community Center, 724 SE 10th Street, Stuart. FL 34994, on Saturday, January 14, 2023, at 5 p.m. and close on Sunday, January 15, 2023 at 8 a.m.

City of Stuart Offices Closed Monday, January 16, 2023, in Observance of Martin Luther King, Jr. Day

Sanitation Schedules Adjusted Due to Holiday

City of Stuart Offices Will be Closed Monday, January 16, 2023, in honor of Martin Luther King, Jr.

Sanitation schedules will be adjusted as follows:

Garbage Carts: Monday's pickup will occur on Tuesday, Jan 17. Regular schedule resumes Thursday, Jan. 19.

Recycle: Normal schedule - no change.

Yard Debris: Monday's pickup will be on Tuesday, Jan. 17. Tuesday's pickup will be moved to Wednesday, Jan. 18.

Bulk Trash: Wednesday's bulk route will be collected on Thursday, Jan. 19. Thursday's bulk route will be collected Friday, Jan 20.

Skip a Week of Irrigation this Winter

Did you know that your grass doesn't need to be watered as often during the cooler months? In fact, 1/2 to 3/4 of an inch of water every 10-to-14 days is sufficient!

Watering only every other week at most during the winter will help conserve drinking water supplies that the public needs for critical uses during the dry season.

New Dedicated Tram Route Begins!

Wells Fargo / Haney Circle

The City of Stuart has added a new dedicated park-and-ride tram route between the Wells Fargo parking lot, located at 301 SE Ocean Boulevard, to Haney Circle, at the S.E. Osceola and S. Colorado roundabout. 

Offering easy entry and exit, the Wells Fargo parking lot and the Haney Creek tram stop offers another park-and-ride option to quickly transport residents and visitors to the downtown area.

The hours of this dedicated route are:

Monday-Friday
5 p.m. to 7 p.m.

Saturday
10 a.m. to 9 p.m.

Sunday
10 a.m. to 5 p.m.

Road Construction Notices

Full Closure of Poppleton Creek Entrance at SR-76/Kanner Highway Rescheduled for January 17-24, 2023

FDOT planned watermain work at SR-76/Kanner Highway and Poppleton Creek Intersection previously scheduled to begin January 3, 2023, has been rescheduled for January 17-24, 2023. The entrance to Poppleton Creek at southbound SR-76/Kanner Highway will be closed around the clock through approximately 10 a.m., Tuesday, January 17 through 10 a.m., Tuesday, January 24.

During construction, traffic will be rerouted as follows: 

- Northbound SR-76/Kanner Highway traffic will be detoured via SR-714/Monterey Road and SW Palm City Road to the Poppleton Creek entrance at SW Riverview Street

- Southbound SR-76/Kanner Highway traffic will be detoured via SR-5/US-1 and SW Palm City Road to the Poppleton Creek entrance at SW Riverview Street

- Southbound SR-5/US 1 traffic will be detoured via SW Palm City Road to the Poppleton Creek entrance at SW Riverview Street

- Northbound SR-5/US-1 traffic will be detoured via SW Palm City Road to the Poppleton Creek entrance at SW Riverview Street

FDOT Announces Full Closure of Southbound SR-76/Kanner Highway at SR-5/US-1

FDOT has announced the full closure of SR-76/Kanner Highway at SR-5/US-1 to take place January 20-23, 2023.

Beginning at 8 p.m., Friday, January 20, 2023, southbound SR-76/Kanner Highway at the intersection of SR-5/US-1, will be closed around-the-clock through approximately 6:30 a.m., Monday, January 23, 2023, for watermain and roadway work. Friday, Jan. 27 through Monday, Jan. 30 will be used as contingency dates if needed.

- Southbound SR-5/US-1 traffic will be detoured via SR-714/Monterey Road to SR-76/Kanner Highway

- Northbound SR-5/US-1 traffic will be detoured via SR-714/Monterey Road to SR-76/Kanner Highway

Project Improvements Include:

- Milling and resurfacing the existing roadway; some minor widening will occur along northbound and southbound SR 76/Kanner Highway
- Upgrade crosswalks and curb ramps to meet Americans with Disabilities Act (ADA) standards
- Install sidewalks, signage and pavement markings
- Upgrade pedestrian lighting at two signalized intersections at SR 714/Monterey Road and SR 5/US 1
- Upgrade or restore drainage pipes and replace sections of the City of Stuart’s watermain at various locations

January 10, 2023, Commission Meeting Summary

City of Stuart Commission meetings are conducted in the City Hall Chambers and are streamed live. (View HERE). City Hall Chambers are open to the public during the meetings. 

Summary of Action Items / Presentations from the January 9, 2023, meeting:

(1) ARTS MOMENT - The poem "Equality" by Maya Angelou was read by Nina Dooley.

(2) PROCLAMATIONS

- Arbor Day - January 9, 2023 - Accepted by Karen Bonney from The Garden Club of Stuart.
- Reverend Martin Luther King, Jr. Celebration - January 16, 2023, was accepted by Nina Dooley

(2) PRESENTATIONS

- Service Awards January 2023, presented to Raymond Wehrer, Utilities & Engineering, 5 years of service.
- Alternative Water Supply Update was presented by Timothy Voelker, Utilities & Engineering Director. Mr. Voelker gave an update on the three-phase project, touching upon the four stages of the first phase, which entail the Floridan Aquifer Well (completed December 2020), Reverse Osmosis Facility (completion anticipated November 2023), Concentrate Pipeline (completion anticipated Summer 2023), and Deep Injection Well Mondification (completion anticipated Summer 2023).

- Project construction costs are $24,246,530. Total funding received to date from grants, State appropriations and loan forgiveness, for the above four stages is $3,479,675.

- Approval of 12/12/2022 City Commission Minutes
- RESOLUTION No. 01-2023 - Lease agreement renewal for 171 SW Flagler Avenue (Crary House) with Congressman Brian Mast.  A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA TO AUTHORIZE EXECUTION OF A LEASE AMENDMENT BETWEEN THE CITY OF STUART AND CONGRESSMAN BRIAN MAST FOR THE CRARY HOUSE LOCATED AT 171 SW FLAGLER AVENUE, STUART; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES
- RESOLUTION No. 02-2023 - Budget Amendment for the Dixie Highway Watermain and Forcemain relocations. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, AUTHORIZING BUDGET ADMENDMENT NO. 5 TO THE 2022-2023 ENTERPRISE FUND; APPROPRIATING AND AUTHORIZING THE EXPENDITURE OF FUNDS FOR THE DIXIE HIGHWAY WATERMAIN AND FORCEMAIN RELOCATIONS PROJECT; PROVIDING AN EFFECTIVE DATE, AND FOR OTHER PURPOSES

(4) COMMISSION ACTION

- RESOLUTION No. 04-2023: Extension of Zoning in Progress (ZIP). A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF STUART, FLORIDA, EXTENDING THE ZONING IN PROGRESS AUTHORIZED IN RESOLUTIONS 93-2022 and 95-2022, PROVIDING FOR AN EFFECTIVE DATE, AND FOR OTHER PURPOSES.

Commissioner Clarke motioned to extend Resolution 93-2022 three months and not renew 95-2022 for another three months. Motion was seconded by Commissioner Rich. Motion carried 4/0 with Commissioner Collins dissenting.

(5) Discussion And Deliberation

- Discussion on CDBG-CV Grant. Consensus was reached to bring back the item as an agenda item.
- Policy direction regarding vegetation control:

At a previous commission meeting, direction was given to stop all spraying of the storm water containment ponds for vegetation control. Staff was instructed to initiate a pilot project using Hospital Pond to evaluate the viability of other methods to control vegetation. Staff has not completed the pilot program but has been continuing to develop the plan for implementation. In the meantime, other containment areas have developed large areas of vegetation because there has been no vegetation control. At one point, we had to make an emergency decision to spray Memorial Park pond due to the entire pond turning green.

During a previous manager's comment, the issue of vegetation control, particularly in the Poppleton Creek pond was raised by the City Manager. After some discussion and additional data a clear consensus or policy was not adopted by the Commission. Several locations currently exist where the vegetation is beginning to hinder storm water flow and needs to be addressed immediately.

These figures are provided for just maintaining Poppleton Creek Pond:

Manual Removal - initial treatment $27,420.00 yearly maintenance $139,320.00
Spray - initial treatment $355.14 yearly maintenance $4,261.68

Funding Source: Future budget amendment from fund balance if manual removal is decided. Currently budgeted if spraying is selected.

Recommended Action: Create City policy for maintenance and vegetation control for ponds, lakes and storm water containment areas.

Staff recommends that the City return to spraying while it completes the evaluation and implementation of the Hospital Pond program.

Commissioner Bruner motioned to return to spraying; Commissioner Clarke seconded the motion. Motion passed 4/0 with Commissioner Collins dissenting.
