From: Town Of Castle RockCastle Rock Water’s rebate program rewards residents committed to conservation and encourages them to keep up the good work. The program is returning for another year with rebate increases to help customers be more water-efficient both indoors and out.
At its March 7 meeting, Town Council approved an increase to the rebate for Castle Rock Water customers who replace their turf with water wise ColoradoScape from $1.20 per square foot to $1.50. Rebates will continue to be available for ultra-high-efficiency toilets, rotary nozzle sprinklers and whole-home water-monitoring systems. All of the rebates provided by Castle Rock Water are available to residential and non-residential customers.
On average, customers are seeing between 16% and 28% water savings when replacing high-water turf with a low-water option, and about 676,000 square feet of turf has been replaced through the rebate program over the past 11 years.
With ultra-high-efficiency toilets cutting water use per flush by a third, and with Castle Rock Water increasing the rebate provided from $100 to $150, replacing toilets should provide long-term savings for customers in both water and money. And, when you replace your toilets through the rebate program, the old fixtures are recycled. Castle Rock Water has partnered with Colorado Springs Utilities to grind the porcelain into road material.
“Funding for the rebate program, which is budgeted for $200,000 this year, primarily comes from water waste violations and excessive-use charges,” said Castle Rock Water Director Mark Marlowe. “In other words, customers who are wasteful with water are rewarding those who value conservation.”

Town Council also approved updates to the Water Efficiency Master Plan and the 2023 Water Use Management Plan, which identifies regulations including watering schedules and applies to residential, non-residential and development customers. These plans operate in concert with the Town of Castle Rock Landscape and Irrigation Criteria Manual and the Drought Management Plan to encourage the wise use of our water resources.
