First Selectman Rob Brule announced today that the Town’s Zoning Official, Jill Stevens, has been appointed Assistant Director of Utilities. Stevens has served in the Planning and Zoning Department since April of 2020.
Stevens earned her Associates Degree in Civil Engineering and then went on to attend Oregon State University where she graduated Summa *** Laude with a Bachelors Degree in Environmental Science, a minor in Geography, and a Certificate in Geographic Information Systems (GIS) in 2016. Recently, Jill completed training through FEMA’s Emergency Management Institute in Emmitsburg, MD to become a Certified Floodplain Manager.
First Selectman Brule said, “Jill’s professional skills, credentials, and extensive knowledge of the town made her the ideal fit to lead Utilities under the direction of newly appointed Utility Director, Jim Bartelli, who served as Assistant Director for over twenty years.”
Brule said that he, along with Bartelli, Utility Commission Chairman Ken Kirkman and the Commission look forward to the new perspective Jill will bring to the department, especially with operational efficiency.
"I am very excited to be joining the Utility Commission’s team and look forward to working with all the staff and commission members. I plan to continue the great work that this department is known for,” Stevens said.
Prior to joining the Town of Waterford, Jill worked in the private sector as an engineering project manager and civil engineering designer. She has worked on numerous residential, commercial and light industrial projects in CT and FL ranging from single-family homes, to shopping centers, to large solar farms.
Jill resides in Ledyard with her two yellow labs.
