Since 1993, the United States has recognized October as National Arts and Humanities Month. In 2004, ARTStoberFEST was established by Mayor Brede and several leaders in the Rochester arts community to increase awareness of and appreciation for Rochester's vibrant and varied artistic offerings. Under the Mayor's direction, a first-year committee was formed to coordinate activities and events. Since then, a small task force from the Arts Administrators Round Table, along with support from the Mayor's office and the Rochester Downtown Alliance, has been responsible for the celebration. In its fourth year, ARTStoberFEST falls under the umbrella of the newly formed Rochester Arts Council.
