The City of Willow Springs operates under a Mayor/Council form of government. All policy-making authority is vested in the Mayor and Board of Aldermen.

The City of Willow Springs is also the provider of all utilities within city limits. The Economic Development Director also functions as City Administrator. The city works closely with the Industrial Development Corporation in locating industry and providing infrastructure in designated industrial sites within the Willow Springs area.

The City Clerk issues all business licenses and permits for the City; oversees municipal elections, maintains City Council records and ordinances, and is the official recorder of council proceedings.
