In February 2000, a group of Tolland, CT residents formed to react to the high rate of residential growth. The group, Conserving Tolland was created and worked toward a referendum in October 2000 for $2 million to be bonded and paid for through property taxes. Property owners would receive market value from the town and the land would be deeded and protected in perpetuity by the town of Tolland. The single item referendum won by a 65% margin. A second referendum was held on a busy ballot in November of 2003 and won by a 72% margin.
