Pastor Dale Litsey is a native of Okmulgee and a 1969 graduate of Okmulgee High School. He was known in his hometown as a race horse jockey and horse trainer. After realizing God's call on his life to preach the gospel, he left the race horse world. He and his wife, Colleen, later moved to Fort Worth, TX to train under Jerry Savelle Ministries International. For the next twenty-three years they founded three churches and a Christian school before moving back to Okmulgee to start a church.
Pastor Colleen Litsey founded Victorious Women Fellowship, a women's organization, in 1997. She continues to reach out to women and teen girls through VWF with regular meetings at JCC and bi-annual retreats. She teaches bible based classes on the family, home and children. Also, she has written a prayer book called, "Confessing God's Word for Your Children."
They founded Jubilee Christian Center in June 1998 and began services at 15th St & S Florida Ave in Okmulgee. In August 2002, the church began Jubilee Christian Academy, a private Christian school for students from kindergarten through high school. The church also operated a daycare for toddlers, preschool and students in need of after school care. Because of the relocation of the church, these two outreaches are no longer in operation.
In 2006, the church purchased twenty acres and facility north of town on Highway 75, where it is presently located.
