Community Partnership for Children (CPC) Project Coordinator
Goal:
Develop, implement and oversee the full range of the CPC Grant. In addition, the CPC Coordinator will work with the CPC Council to oversee and coordinate the effective implementation of the CPC infra-structure to support high quality early educational programs for the towns covered by the grants (CDS: Canton, Dedham and Sharon, SACHEM: Abington, East Bridgewater, West Bridgewater, Rockland and Middleboro.)
Impact: The CPC program provides comprehensive, high quality affordable programs for pre-school age children. This program enhances children's learning and healthy development before entering into kindergarten.
Responsibilities:
This position requires the need to assure high quality educational programs for families and also comply with the state's policies and guidelines concerning the expenditures of this grant. The coordinator will be responsible for developing and maintaining systems for accountability that are effective and should have the capacity to assist programs in meeting the accountability requirements.
The CPC Coordinator will:
§ Coordinate, monitor and oversee the implementation of the Community Partnership Program.
§ Serve as a liaison between providers and participating CCR&R's interested in participating in the Partnership and becoming accredited.
§ Schedule regular Council and Sub-committee meetings, which includes: establishing a site, notifying members, and facilitating. Complete minutes, summaries, and Guidelines from meetings. Serve as co-chair on the Council.
§ Serve as contact person for the Partnership, answer inquiries from parents and providers, take all steps necessary to insure all eligible communities and partners share, in an equitable manner, in aspects of the Partnership, including Head Start slots and child care subsidies.
§ Maintain all aspects of parent intake for CPC subsidies:
§ Review files from other Partnerships before authorization form is mailed out.
§ Maintain individual parent files.
§ Maintain Partnership Grant Book.
§ Provide information to perspective parents regarding eligibility, childcare options, waitlist information. Generate parent applications from phone calls and business reply cards.
§ Manage the state's Centralized waitlist via the online application eCCIMS through EEC. Enter new parents from Partnership towns and any other parents from surrounding towns that call for applications.
§ Review and process provider RFR's (Request for Reimbursement), for direct services, online on a monthly basis.
§ Provide information/referrals to parents and childcare community.
§ Assist with outreach within the communities. Update provider inserts for brochure.
§ Generate and compile program information to respond to data collection and EEC monthly reports.
§ Complete the Annual RFR (Request for Response) from EEC, by answering questions and providing statistical information from the Partnership. Compile all information from CCR&R's, public schools (if applicable), Head Start (if applicable), and CPC specialists. Oversee the completion of the sign off sheets.
§ Participate and provide information in any of the EEC activities
§ Participate in annual audit reviews.
§ Attend and assure accurate minutes for all CPC Council and sub-committee meetings. In addition, the coordinator will be responsible for accurate written summaries of meetings.
§ Is fully knowledgeable of the regulations and guidelines of EEC as they apply to all aspects of the grants.
§ Assist with the budget process for the grants, which includes preparing a budget for the funding source (proposal)
§ Assist in preparing budget changes with EEC (i.e. amendments, revisions) for CPC.
§ Maintain accurate records, including files documenting initial awards and amendments, and purchase orders of direct service expenditures, interim and final reports.
§ Assist in preparing final program reports and closing grant accounts.
§ Maintain a database for mailings, attending monthly meetings at EEC, and statewide CPC information and training sessions.
§ Attend Mass CPC meetings.
§ Review all proposals for direct services for required documentation, licensing, accreditation, CDA, etc.
§ Maintain projections for direct service expenditures (in MS Excel) and assure all expenditures are within budget, before authorizing payment for direct services.
§ Perform other closely related work requested by the Director of CPC.
§ Perform other duties as assigned by the CPC Director.
Required:
A. Bachelor's Degree in Early Childhood or related field.
B. Exceptional organizational skills and efficiency in setting and meeting deadlines
C. Exceptional project management and problem solving skills
D. Outstanding presentation and facilitation skills
E. Strong communications skills
F. Experience in writing reports, grants etc.
G. Strong interpersonal skills and an ability to work with many different people
H. Excellent computer skills, including Microsoft Word, Excel and Power Point.
I. An interest in improving the systems and processes that deliver early education to the families and children served.
J. Must possess a valid driver's license and vehicle.
Preferred:
A. Master's Degree in Early Childhood or related field
B. Experience with Access and/or other database software
